From June 2018, driving lessons for learner drivers have been allowed on motorways in England, Scotland, and Wales. But what does that mean in practice? This guide explains the rules, benefits, and key considerations around motorway driving lessons in the UK.
Note:Â This article refers to rules in England, Scotland, and Wales. Motorway access for learner drivers is not permitted in Northern Ireland.
What Are the Rules for Learner Drivers on the Motorway?
Learner drivers can only drive on motorways under specific conditions:
- They must be accompanied by a DVSA-approved driving instructor. Trainee instructors and family members are not allowed.
- The car must be fitted with dual controls.
- L-plates must be displayed, unless the vehicle has a driving school rooftop box.
- Motorway lessons are voluntary. It is up to your instructor to assess your readiness.
- The rules only apply to learner car drivers – learner motorcyclists are not allowed on motorways.

Why Was the Law Changed in 2018?
Allowing learners on the motorway aims to:
- Provide a broader driving experience before the test.
- Teach learners how to safely enter and exit the motorway.
- Improve confidence with high-speed driving.
- Introduce motorway-specific road signs and smart motorway features.
- Ensure learners know what to do if they break down on a motorway.
This change helps prepare learners for a lifetime of safe driving, especially since many new drivers were previously avoiding motorways due to a lack of experience.
Is It Compulsory for All Learners to Drive on the Motorway?
No. Motorway driving lessons are not mandatory. Your instructor will decide if and when you’re ready to tackle the motorway based on your confidence and ability.
Are Learner Drivers Allowed to Drive on Dual Carriageways?
Yes. Unlike motorways, learners can go on dual carriageways with a licensed driver over 21 who has held a licence for at least 3 years. L-plates must be displayed.
While dual carriageways are similar to motorways in speed and layout, they do allow more types of vehicles, may include right-hand turns and roundabouts, and do not require an ADI or dual controls.
Are Learner Motorcyclists Allowed to Have Lessons on the Motorway?
No. This rule change does not apply to motorcycles. Learner motorcyclists are prohibited from motorway driving due to the lack of instructor control and higher safety risks.
After passing, motorcyclists can take additional training for motorway riding if they wish.
Motorways vs Dual Carriageways: What’s the Difference?

While both are high-speed roads, there are important differences:
Motorways:
- Only motor vehicles are allowed (no cyclists, pedestrians, or slow vehicles)
- Signs are blue
- Roads are prefixed with “M” (e.g. M6 or A1(M))
- Use the right-hand lane for overtaking only
- Always exit via a slip road
- No right turns or traffic lights
Dual Carriageways:
- Allow slower vehicles like tractors
- Signs are green
- May feature roundabouts and traffic lights
- The right-hand lane may be used for turning right
Understanding these differences helps learners adapt their driving techniques accordingly.
Tips for Your First Motorway Lesson
- Use slip roads to build up speed before merging
- Mirror, signal, manoeuvre when changing lanes
- Keep a safe following distance – use the two-second rule
- Stay in the left-hand lane unless overtaking
- Familiarise yourself with smart motorway signs and variable speed limits
- Avoid frequent lane switching and stay calm in heavy traffic
Can I Use Learner Driver Insurance on the Motorway?
No. Learner driver insurance policies typically only cover driving with friends or family on non-motorway roads. You must be in a dual-controlled instructor vehicle to legally drive on a motorway.
Pass Plus and Post-Test Confidence
If you’re nervous about driving on motorways, you can still gain experience after passing your test. The Pass Plus scheme is a DVSA-backed course that includes motorway lessons and other advanced driving skills. Speak to your instructor for more info.
Can You Drive on the Motorway After Passing Your Test?
Yes. Once you’ve passed your practical driving test, you’re legally allowed to drive on motorways unsupervised. However, many new drivers feel nervous doing so without experience, which is why motorway lessons as a learner can be so beneficial. If you didn’t get to experience motorway driving while learning, consider taking a Pass Plus course.
Is Motorway Driving Part of the Driving Test?
No. Despite the rule change in 2018, motorway driving is not assessed during the practical driving test. However, motorway knowledge is part of the theory test and is covered in the Highway Code.
What Happens If a Learner Goes on the Motorway Illegally?
If a learner driver goes on the motorway without an approved driving instructor and a dual-controlled car, they are breaking the law. This could lead to fines, penalty points, and even invalidation of their insurance policy. It may also delay or impact their progress toward passing their test. Always make sure your motorway driving is supervised legally and safely.
FAQs
Can Learners Drive on the Motorway at Night?
Yes, as long as you’re accompanied by an ADI in a dual-controlled vehicle and it’s covered by the instructor’s insurance. Night driving is useful for learning how visibility and traffic flow differ.
Can learners go on the motorway when accompanied by a licensed driver?
No. It is illegal for a learner to drive on a motorway with just a licensed friend or family member. Only an approved driving instructor in a dual control car can supervise motorway lessons.
How many motorway driving lessons will I need?
There is no minimum or maximum. Some learners need one session to feel confident, others may need a few. Your instructor will help you decide.
Is motorway driving part of the UK driving test?
No. Despite the 2018 rule change, the practical test does not include motorway driving. However, it is strongly encouraged as part of your learning.
Are there any extra costs for motorway lessons?
Some instructors may charge more depending on the distance to the motorway and the lesson time. Check with your instructor.
Can learners drive on the motorway in Northern Ireland?
No. The rule change only applies in England, Scotland, and Wales.
What should I do if I feel nervous about motorway driving?
Talk to your instructor. They can introduce you to motorway driving gradually, starting with quieter routes and short stretches.
Final Thoughts
Motorway driving isn’t a legal requirement for learners, but it offers huge benefits. It builds confidence, broadens your experience, and helps you become a safer, more capable driver.
If you feel ready, talk to your Bill Plant Driving School instructor about booking a motorway driving lesson. If you’re not there yet, Pass Plus driving lessons are always available once you’ve passed.
Stay safe, take your time, and don’t be afraid to ask questions along the way.
