The DVSA (Driver and Vehicle Standards Agency) has announced important updates to the way driving tests will be booked from Spring 2026. These changes are designed to make the system fairer, reduce misuse, and give learner drivers more control.

 

Learners Will Be in Control of Test Bookings

After a national consultation, including driving instructors, learners and parents, the DVSA confirmed that learner drivers will soon be the only people allowed to book and manage their driving test appointments.

Respondents were asked what they think about in regards to who can book and manage driving tests, with 3 options:

A. Only learner drivers can book and manage tests

B. Both learners and instructors can book, but only learners can make changes

C. Keep the current system

What Does This Mean?

  • Over 70% of responses to the consultation supported this change.
  • Instructors, driving schools, and third-party services will no longer be able to book tests on behalf of pupils.
  • Aim to stamp down on driving tests being booked by third parties and resold at inflated costs.

These changes mean that learners will have full control over test bookings and will only pay the standard DVSA fee, without having to go through resellers or pay extra.

 

New Limits on Test Changes and Location Swaps

The DVSA is also introducing rules to reduce last-minute booking changes and unfair use of test centre slots.

  • You’ll be allowed to change or move your test only twice.
  • You won’t be able to move your test to a completely different part of the country.

These changes aim to keep the system fair for everyone, especially those genuinely ready to take their test.

 

Why the DVSA Is Making These Changes

The DVSA found that some third-party services and bots were bulk-booking tests, then selling them on at inflated prices. This created a frustrating situation for many genuine learner drivers who struggled to find available test slots.

The updated system will:

  • Make access to tests fairer for all learners
  • Prevent bots and resellers from taking advantage
  • Ensure test slots are used properly by people who are actually ready to drive
